Abstract: „Die Autoren, ein Politikwissenschaftler und ein Geograf, untersuchen als assoziierte Forscher und Fachleute für territoriale Planung und Governance das Konzept des territorialen Zusammenhalts. Sie tun dies zunächst mit Hilfe mehrerer europäischer Beispiele durch eine vergleichende Analyse der auf der Ebene der Staaten durchgeführten Politiken und unter Berücksichtigung ihrer geohistorischen Besonderheiten. Anschließend wird dieselbe Frage des territorialen Zusammenhalts in einem grenzüberschreitenden Kontext untersucht, indem die Großregion, die vier Länder im Herzen Europas in einer einzigartigen Form des Regierens vereint, als Analyseraum herangezogen wird. Dabei wird analysiert, inwiefern Planungskulturen und territoriale politische Systeme Faktoren der Kohärenz oder auch der Inkohärenz in Bezug auf die territoriale Entwicklung darstellen können.“

Abstract: „En 2015, 167 000 personnes résident dans le Grand Est et vont travailler dans l’un des pays voisins. Le Luxembourg est la première destination des frontaliers de la région, avec 75 000 actifs, soit deux fois plus qu’en 1999. Les effectifs progressent aussi vers la Suisse, atteignant 38 000 personnes en 2015. À l’inverse, ils diminuent vers l’Allemagne, qui reste toutefois la deuxième destination des frontaliers (46 000 actifs), tandis que la Belgique attire seulement 8 000 frontaliers grandestois. En Allemagne, les frontaliers sont plus souvent ouvriers, dans le secteur industriel, et un sur cinq a plus de 55 ans. L’industrie suisse est aussi un important pourvoyeur d’emplois pour les frontaliers. Le Luxembourg attire des actifs plus diplômés, qui exercent majoritairement dans le secteur tertiaire, en particulier dans les activités financières. En Belgique, de nombreux frontaliers travaillent dans les domaines de l’action sociale et de la santé. Les possibilités de travail frontalier attirent des résidents à proximité des frontières, mais cela ne se traduit pas toujours par une croissance des emplois présentiels.“

Abstract: „The mediatised public sphere in Europe seems to be put at risk by the growing importance attached to commercial values in the Media. At the same time, the Westphalian framework of political publicity is said to be diminishing in scale due to globalisation. However, both affirmations are not necessarily true in cross-border metropolitan regions. As suggested in this paper, based on a quantitative and a qualitative analysis of a free daily publication located in the cross-border urban region of Luxembourg, commercial media can help to reconfigure a neo-Westphalian and territorial public sphere made of linear and network-like borders. It is not so much the source of income of the media and the functional dynamics of international urban areas which determine the future of the mediatised public sphere and its territorial background in borderlands Europe but the values of plural reporters in a changing economic and cultural context.“

Abstract: „Das Phänomen der Gentrifizierung hat 1964 durch einen Beitrag der britischen Soziologin Glass Eingang in die Forschung gefunden. Lange Zeit wurden die Prozesse ausschließlich im urbanen Kontext untersucht. Erst seit den 1990er Jahren kann auch in der ländlichen Raumforschung in Nordamerika und Großbritannien ein wachsendes Interesse festgestellt werden (Phillips 2009). Ermann (2011) verweist darauf, dass auch in den ländlichen Räumen Deutschlands bereits seit langer Zeit Phänomene der Gentrifizierung beobachtet werden können, die Forschung jedoch nach wie vor auf innenstadtnahe Wohnquartiere beschränkt bleibt. Mit der vorliegenden Untersuchung soll daher ein Beitrag zur rural gentrificationForschung in Deutschland geleistet werden. Im Fokus stehen hierbei Wohnsitz migranten mit Arbeitsplatz in Luxemburg, die zumeist aus finanziellen Erwägungen in ländlichen Siedlungen an der Obermosel ansässig werden. Durch die sich seit rund zwei Jahrzehnten intensivierende Zuwanderung haben sich diese Dörfer zu Wachstumskernen in einer insgesamt betrachtet schrumpfenden Region entwickelt; sie unterliegen Transformationsprozessen, die sich auf vielfältige Weise in der Konstitution der Dorfgemeinschaft und der materiellen Dorfstruktur niederschlagen. Ziel der Analyse ist es, die Konsequenzen dieser Migration zu analysieren und zu prüfen, ob sie als rural gentrification klassifiziert werden können. Grundlage für die Untersuchung sind Expertengespräche sowie eine standardisierte, komparativ angelegte Befragung alteingesessener Dorfbewohner und zugezogener Luxemburger Residenten. Die Forschungsbefunde zeigen, dass die Charakteristika der rural gentrification teils in sehr ausgeprägter Form beobachtet werden können. Es werden zwar nicht alle Kriterien idealtypisch erfüllt, aber dieser Umstand erscheint wiederum repräsentativ für den bisherigen Stand der Forschung, da die vorliegenden Studien für den ländlichen Raum eine weitaus größere Bandbreite an Erscheinungsformen der Gentrifizierung aufgedeckt haben als dies im urbanen Kontext der Fall ist (Smith 2011; Guimond u. Simard 2010). The phenomenon of gentrification found his way into research in 1964 by a contribution of the British sociologist Glass. For a long time gentrification processes were examined exclusively in the urban context. It is only since the 1990s that a growing interest can be observed in rural research in North America and the UK (Phillips 2009). Ermann (2011) points to the fact that phenomena of gentrification can also be perceived in the rural areas of Germany, but that research is still restricted to urban residential areas. Therefore, the purpose of this study is to contribute to rural gentrification research in Germany. The focus is on residential migrants with employment in Luxembourg, which move to rural settlements at the Upper Moselle, mainly for financial reasons. This type of immigration is intensifying for around two decades. Thus, the attracting villages develop to growth centres in an overall shrinking region. The villages are subject to transformation processes that are reflected in a variety of ways in the constitution of the village community as well as in the material village structure. The aim of the study is to analyze the consequences of the migration and to examine whether it can be classified as rural gentrification. The analysis is based on expert discussions and a standardized, comparative survey of long-established villagers and newly moved Luxembourg residents. The research findings show that the characteristics of rural gentrification can be observed in a very pronounced form. Although not all criteria are ideal-type, this fact appears again representative for the current state of research. Existing studies have revealed a much wider range of manifestations of gentrification in rural areas than in the urban context (Smith 2011; Guimond u. Simard 2010).“

Abstract: „The Wire of Death as a Border Guard. An Unknown Episode of the Great War 1914–1918 along the Dutch–Belgian Frontier For four long years the First World War changed the relations between the Kingdom of The Netherlands and the Kingdom of Belgium, with the former remaining neutral in the conflict while the latter became a theatre of particularly bloody hostilities. In the province of North Brabant, which was part of the Kingdom of The Netherlands, at a small distance from border with the Kingdom of Belgium there lies a locality bearing the double name of Baarle–Hertog and Baarle–Nassau – a Dutch–Belgian jigsaw composed of 30 enclaves. The German armies decided not to attack the Belgian enclaves since they could not do so without violating the neutrality of the Dutch. In order to prevent the inflow into The Netherlands of volunteers who could come to the aid of the army defending itself in the Yzer river valley, in January 1915 the German troops embarked upon setting up networks of barbed wire along the entire Belgian border (450 kms long) from the Zwin inlet in Knokke to the suburbs of Aix–la–Chapelle. The unique frontier encircling the Belgian enclaves was composed of electric barbed wire known as the „Wire of Death”, which took the lives of numerous victims and was the source of the tragic plight of all thus separated families. The border in question also divided small towns and villages, sometimes in half. The presented text discusses several such instances. The author concentrated predominantly on the functioning of the lethal frontier and the life of people residing on both its sides. He also described the history of Baarle–Hertog, a little– known fragment of free Belgium within Dutch Branat, and its role in obtaining information about the plans and activity of the German occupant.“

Abstract: „Die Schengener Abkommen haben viele europäische Grenzen geöffnet und Grenzkontrollen verschwinden lassen. Der Effekt dieser Öffnung lässt sich besonders gut am Beispiel des deutsch-luxemburgischen Grenzraums beleuchten. Dort haben die nationalstaatlichen Grenzen ihre trennende Wirkung weitgehend eingebüßt, was sich u.a. in der sehr ausgeprägten Alltags- und Wohnmobilität widerspiegelt. Der Beitrag zeigt, dass die vielfältigen grenzüberschreitenden Praktiken die nationalen Grenzen zwar relativiert haben, diese aber in Form neuer Grenzziehungen fortbestehen. Dieser Zusammenhang von Aulösung und gleichzeitigem Fortbestand, wie er in der Denkigur der Phantomgrenze prgnant gefasst wird, soll am Beispiel der grenzüberschreitenden Wohnmigration untersucht werden. Die Zahl der Luxemburger, die ihren Wohnsitz in die deutschen Bundesländer Saarland und Rheinland-Pfalz verlagern, ist in den vergangenen Jahren deutlich gestiegen. Der Beitrag basiert auf Daten aus vier im saarländischen und rheinland-pfälzischen Grenzraum durchgeführten empirischen Studien, die sich auf methodisch unterschiedliche Art und Weise mit dieser Entwicklung befassen. Die Ergebnisse stimmen grundlegend darin überein, dass die massive Wohnmigration sowohl auf lokaler als auch auf regionaler Ebene neue räumliche Differenzierungen und soziale Grenzziehungen mit sich gebracht hat. Diese materialisieren und manifestieren sich in unterschiedlicher Weise: verkehrsgünstige vs. verkehrsungünstige Lage von Gemeinden, Neubaugebiete vs. Ortskerne, Autochthone vs. Allochthone, Luxemburger vs. Nicht-Luxemburger. In allen diesen Abgrenzungsvorgängen kommt die Persistenz nationaler Ordnungskategorien zum Ausdruck, und sie weisen somit auf das phantomhafte Fortbestehen der territorialen Grenzen im Allgemeinen sowie auf eine klare Inkongruenz von territorialen Grenzen und sozialen Grenzziehungen im Kontext von Wohnmigration im Besonderen hin. The Schengen Agreement have opened many European borders and allowed border controls to virtually disappear. The effect of this opening can be illustrated especially well with the example of the German-Luxembourgish border region. Here, national borders have largely lost their dividing effect, which is relected, amongst other things, in the very intensive daily mobility and residential mobility. This article shows that the diversity of the cross-border practices has relativised the national borders, which, however, persist in the form of new demarcations. This relationship of dissolvement and simultaneous continuity, as it is concisely described with the igure of thought phantom borders, will be examined by using example of cross-border residential migration. The number of Luxembourgers who recolate their residence to the German federal states of Saarland and Rhineland-Palatinate has risen signiicantly in recent years. This article is based on data from four different empirical studies, which, using a variety of methods, were concerned with the developments of residential mobility in the border regions of Saarland and Rhineland-Palatinate. The results are fundamentally in agreement that the massive residential migration has brought with it spatial differentiations and social demarcations on a local as well as on a regional level. These materialise and manifest themselves in different ways: easily accessible by public or private transport vs. not easily accessible; new residential developments vs. town and village centres, autochthonous vs. allochthonous, Luxembourgers vs. non-Luxembourgers. In all of these demarcation processes, the persistence of national categories is expressed, and they thus refer to the phantom-like continuity of territorial borders in general, as well as a clear incongruity of territorial borders and social demarcations in the context of residential migration in particular.“

Inhaltstext: „Grenzgänger sind in Luxemburg zu einer unverzichtbaren Arbeitskraftressource geworden. Im Alltagsdiskurs werden sie oft unter verschiedenen Vorzeichen thematisiert, woraus sich bestimmte Repräsentationen hinsichtlich der Grenzgänger ableiten lassen. In diesem Beitrag werden auf Grundlage empirischer Ergebnisse solche Diskurspraktiken der Luxemburger Wohnbevölkerung im Hinblick auf Grenzgänger herausgearbeitet. Hieran anknüpfend sowie aufbauend auf der Heuristik Vertrauter (+/-)/ Fremder wird der den Grenzgängern zugeschriebene Status bestimmt. Deutlich wird dabei, dass innerhalb der Luxemburger Gesellschaft ambivalente Repräsentationen des Grenzgängerwesens vorherrschen, die auf Alteritätsverhältnisse und Identitätskonstruktionen unter spätmodernen Bedingungen verweisen. Cross-border commuters have become an indispensible resource in Luxembourg. In everyday discourses they are discussed under different prefixes, which indicate that there are certain representations with regard to cross-border workers. Based on empirical research, this paper addresses the various underlying discourse practices of Luxembourgish residents. The ascription of status to cross-border workers is analysed using a familiar (+/-)/ stranger heuristic. It has become evident that within the Luxembourgish society there are ambivalent representations of cross-border commuters that point at circumstances of alterity and the construction of identity under late modern conditions.“

Abstract: „Increasing processes of globalization, which reach people’s everyday life more and more, make new and individual scopes of action possible and real. The latter bring about configurations of the social and territorial dimensions of human action which break up the traditional comprehension of societal spaces. The concept of the transnational social space is helpful to overcome the unity of territorial and social space and to study social figurations anchored in different national states. The present article aims at the specific context of border regions, respectively crossborder labour markets, with special focus on the construction of a transnational social space. Hence, following the social geography centred on subjects and actions, some conditions and impacts of the cross-border commuter phenomenon in the Greater Region SaarLorLux, widely based on the empiric research of the author, will be discussed.“
