Abstract: „The edificial structures of fortification and defense systems in the SaarLorLux region (Saar, Lorraine, Luxembourg) from the 16th century to World War II. Potential and problems of revaluation taking into consideration the recreation and tourism-oriented forms of use. Since the dispartment of the Carolingian empire in 843, territorial conflicts and dislocation of borders in the European SaarLorLux region have as a consequence led to the extraordinary high concentration of fortification and defense structures of different eras in this region. The fact that this has to be considered as unique was made clear by the Metz geographer François Reitel. He signified the SaarLorLux region as the world- "largest open air museum concerning fortification." Barely another region is able to document the evolution of modern times" fortification during the last five hundred years in such an impressive manner. The distinct variety of this period of fortifications is what makes it interesting for a diverse sightseeing tourism. Within the SaarLorLux region, leisure and tourism are important objectives for the conversion of fortifications as well as structures of defense. Both offer a vast potential of space not integrated in communal planning and are just partially built-up areas, extensive or even completely waste grounds with a reserve potential. Still, there is a gap between many abandoned and few fortifications in good, sometimes even outstanding condition. Therewith, fortifications in the SaarLorLux area are of great importance for culture tourism and their value is not recognized yet. The dissertation- objects of investigation are 333 buildings built in the three modern epochs stamped by the use of guns. In detail, those epochs are the one of bastion defense structures (16th to 18th century), the one of forts and huge defense structures (19th century) and the one of the territorial defense structures (20th century). A basic goal was the registration of the defense structural equipment in the SaarLorLux region documenting the different types, extents, functions and specialties of the existing objects. The registered buildings were judged for their adequacy for tourist and visitor use. In this way, it was possible to identify 25 fortifications and ensembles which have not been object of a conversion yet, but still have a potential for a future use in the tourism and recreation sector. Objects already in touristy use were analyzed and evaluated. Associations and clubs as supporters of this development find special account. After an evaluation of strengths and weaknesses of the existing tourism structures, perspectives for a future recreational and tourism use of the fortification heritage as a whole were developed.“

Inhaltstext: „Im Mittelpunkt steht die Frage nach den ökonomischen Integrationseffekten in den Grenzräumen. Grenzregionen liegen aus nationaler Sicht mehr oder weniger peripher. Mit abnehmender Bedeutung nationaler Grenzen rücken sie aber in eine relativ zentrale Lage zwischen den betreffenden Mitgliedstaaten. Vor diesem Hintergrund werden hier empirische Untersuchungen für ausgewählte deutsch-dänische und deutsch-niederländische Grenzräume angestellt. Die Ergebnisse der Fallstudien werden anschließend vor dem Hintergrund ökonomischer Theorien und mit Blick auf die gewonnenen Erkenntnisse über die grenzübergreifende Zusammenarbeit bewertet.“

Abstract: „Bei dem vorliegenden Beitrag handelt es sich um die Zusammenfassung einer Magisterarbeit mit dem Titel "Niederländische Annexionspläne und Grenzkorrekturen auf dem Gebiet der Grafschaft Bentheim 1945 bis 1963", die im Jahr 2001 im Rahmen einer Magisterprüfung an der Westfälischen Wilhelms-Universität Münster im Hauptfach Neuere und Neueste Geschichte bei Prof. Dr. Friso Wielenga verfaßt wurde.“

Inhaltstext: „Die bereits seit langer Zeit "durchlässige" Grenze zwischen Frankreich und Belgien entwickelte sich in den 90er Jahren immer mehr zur "offenen" Grenze. Die Durchlässigkeit betrifft nicht nur die Territorialgrenze, sondern teilweise auch die sogenannten "Systemgrenzen", z. B. den Arbeitsmarkt, Teile des Schulwesens und des privaten Gesundheitswesens. Grenzüberschreitende Aktivitäten der Bevölkerung gehören im Städtedreieck Lille-Kortrijk-Tournai zum Alltag. Vielfalt und Intensität der Aktivitäten bestätigen die These, daß sich ein grenzüberschreitender Aktionsraum im Grenzgebiet herausgebildet hat. Dieser Aktionsraum umfaßt vor allem die unmittelbar an der Grenze gelegenen Gemeinden. Grenzüberschreitende Kooperationen auf lokaler und regionaler Ebene haben dagegen erst in den letzten Jahren ein größere Bedeutung erlangt. In den 90er Jahren ist ein breites Spektrum von Kooperationen auf intraregionaler und kommunaler Ebene entstanden, die einen neuen bottom up-Ansatz der Zusammenarbeit ohne Einbeziehung zentralstaatlicher Institutionen darstellen. Den Hintergrund für das neue Interesse an einer Zusammenarbeit mit den Nachbarstädten jenseits der Grenze bildet das Ziel durch Vernetzung eine "europäische Größenordnung" zu erreichen um sich als Knotenpunkt im entstehenden Netz europäischer Metropolen zu etablieren. Trotz der Vielzahl der grenzüberschreitenden Kooperationen auf verschiedenen Ebenen (Gemeinden, Gemeindeverbände, Regionen) ist das belgisch-französische Städtedreieck ist noch weit davon entfernt eine grenzüberschreitende Metropole zu bilden. Interconnections and cooperation in the French-Belgian city triangle Lille-Kortrijk-Tournai The border between France and Belgium, which has long been regarded as "permeable", developed during the 1990s into more and more of an "open" border. The permeability pertains not only to the territorial border, but in part also to the so-called system borders, e.g. the job market, parts of the school system and the private health system. Border-transcending activities form part of the every-day life of the population in the city triangle Lille-Kortrijk-Tournai. The diversity and intensity of the activities confirm the thesis that a border-transcending activity space has developed in the border region. This action space incorporates primarily the communities in the immediate vicinity of the border. In comparison to this, it is only in recent years that border-transcending cooperations on local and regional levels have gained a greater importance. In the 1990s a wider spectrum of cooperations on the intra-regional and community levels arose, which demonstrate a new bottom-up approach to cooperation without the involvement of centralised state institutions. The background for the new interest in cooperation with neighbouring cities on the other side of the border is the aim to create an entity having a "European order of magnitude" and to establish this as a junction point in the existing network of European metropoles. In spite of the large number of border-transcending cooperations on various levels (communities, community societies, regions), the French-Belgian city triangle is still far from becoming a border-transcending metropolis.“

Abstract: „The topic of the essay is the cross-border cooperation within the framework of the Ems Dollart Region (EDR). Against the background of the negative development possibilities of many border regions, the essay deals with the possibilities and deficits of cross-border co-operation in the northern German-Dutch border regions. To what extent is EDR capable to contribute to internal development in the form of an intensified cooperation? After a general description of the disadvantages suffered by a location so close the border as well as of the EU INTERREG programme, the Euroregion EDR is described in detail. The origins of the cross-border co-operation in the northern German-Dutch border region stretch back to the fifties. The EDR was established in 1977. Since its first days, the organisational structure of the co-operation has changed in many areas. Above all, in addition to the organisational division in board, committees and administration, the EDR has, since the end of the eighties, had a three-part implementation organisation, the INTERREG, which is responsible for the initiation, coordination, support and management of the projects financed within the framework of the INTERREG programme. While the INTERREG projects are co-financed by the EU, the EDR finances its own budget from member ship fees as well as from subsidies provided by the Dutch Ministry for the Economy, the provinces of Groningen and Drent he as well as the state of Lower Saxony. Due to the considerable subsidies provided by the EU -amounting to ca. 43 million DM between 1994 and 1999- the INTERREG programme is of decisive importance for the project work within the co-operation. The last section of the essay evaluates the actual work of the EDR. One decisive point of criticism in this context is the supreme significance of exogenous financial sources for the actual cross-border project work. This does not only mean dependency from exogenous financing, but also rather a de facto dominance of the decisive organs of the EDR by outside persons and institutions. In addition, the co-operation succeeded in bringing together numerous regional figures within the framework of actual projects, thus improving the circumstances for the mobilisation of endogen ous potential. A more comprehensive success fails as a result of the unwillingness of many regional representatives to enter into cross-border co-operation. A widespread competitive philosophy and the tendency towards jealous regional policies are decisive causes for this.“

Abstract: „The intermunicipal, cross-border co-operation in the European border regions has experienced a dynamic thrust of development in the last few years. This was facilitated by the changes in the political, legal and financial framework conditions, to which the community initiative INTERREG provided a considerable contribution. An additional factor in the Saar-Lor-Lux region is that subunits form in the actual border regions within the generously measured, regional work areas of the interregional co-operation, characterised by a fairy homogenous regional structure. Using three case examples, it is demonstrated that cross-border organisation structures have developed within these small regions on a municipal level. These are being institutionalised more and more. Using the regional development model of the network of cities, which is being discussed with regards to its cross-border applicability, we can in this context speak of local co-operation networks. In the case of the Agglomération Transfrontalière du Pôle Européen de Développement (PED) in the Belgian-French-Luxembourg state triangle, the participating local authority districts and government authorities have joined together to form an association and maintain a joint Observatoire de l'Urbanisme, responsible among other things since 1996 for the registration and processing of regional data as well as for the development of land use concepts. The M eeting of Mayors and/or the Ronde des Trois Frontières, responsible for the development of tourism in the German-French-Luxembourg Moselle Valley, are considerably less formal network structures. The co-operation between the border local authority districts was institutionalised in the Saar-Rosselle region in the form of the Intermunicipal Association for Work. The latter maintains a co-operation office with the Saarbrücken city association, principally responsible for co-ordination tasks with regards to current and developing, cross-border projects. Despite the depicted structural and legal impediments, an increased institutionalisation of the co-operations can be observed; this goes hand in hand with a topical diversification, which deincreasingly covers subject areas which have been avoided up until now because of the potential conflicts found therein, as demonstrated by the example of the joint commercial area development in the case of the Agglomération du PED. These observed case examples deal with increasingly integrated core regions within a border region which can provide important impulses for the interregional and also international dialogue. At the same time, practical measures were implemented on this level, which are perceived by the local population in day to day life and therefore have greater identity-forming effects. In this context, these measures can provide an essential or even exemplary contribution to overcoming the interior borders of the EU. These approaches can be understood as being a basis for integration "from the bottom up" which make a greater sustainability and acceptance in the various sectors of day to day living more probable, unlike the top-down forces which dominate the realisation of the European common market or the currency union.“

Abstract: „Der Aufsatz bildet die Einführung eines Sammelbandes zur Geschichte und Volkskunde im Grenzgebiet der Nordostniederlande und Nordwestdeutschlands. Der Anlass war das 15jährige Bestehen der Ems Dollart Region, ein grenzübergreifender Zweckverband mit Mitgliedern aus den niederländischen Provinzen Groningen und Drenthe sowie auf deutscher Seite aus Ostfriesland, dem Emsland und dem Cloppenburger Raum. Anhand der Literatur wird eine Übersicht zur den historischen Räumen und Raumbeziehungen gegeben. Dabei wird die holländische Forschungstradition (Slicher van Bath, Jappe Alberts) der deutsche Kulturraumforschung (Hermann Aubin) gegenübergestellt. Die Region hat niemals eine geschichtliche Einheit gebildet, doch haben unterschiedlich ausgerichtete kulturelle Strömungen ihre gemeinsame Spuren hinterlassen. Friesische, westfälische, hanseatische und niederländische Einflüsse sind einander im Laufe der Jahrhunderte nachgefolgt. Ihre Einwirkung war unterschiedlich, nachdem es die wohlhabende Küstenmarschen oder die ärmeren Geestbezirke betraf. Seit dem 19. Jahrhundert sind die Unterschiede zwischen Küste und Binnenland weitgehend verschwunden, währenddessen die Staatsgrenze sich zu einem wichtigen Kulturschrank entwickelt hat.“

Inhaltstext: „Die in diesem Band vereinten Beiträge gehen im Kern auf ein Kolloquium zum Thema „Moderne Stadtentwicklung im deutsch-französisch-luxemburgischen Grenzraum im 19. und 20. Jahrhundert“ zurück, das vom 10. bis 12. Mai 1990 in Mettlach/Saar stattfand. Es stand unter der Leitung von Prof. Dr. Jean-Louis Cohen (Paris), Dr. Jean-Paul Lehners (Luxembourg) sowie den Herausgebern. Dieses erste interdisziplinäre Treffen von Forschern aus den drei Ländern, veranstaltet in Kooperation mit dem Deutsch-Französischen Historikerkomitee, wurde gefördert durch die Friedrich-Ebert-Stiftung und das Centre National de la Recherche Scientifique (CNRS). Etwa 40 Historiker, Kunsthistoriker, Architekten, Soziologen und Geographen nahmen eine Bestandsaufnahme der bisherigen Erforschung der Urbanisierung in diesem Raum vor. Gleichzeitig diente die Tagung der Vorstellung unterschiedlicher wissenschaftlicher Fragestellungen und Methoden sowie dem interdisziplinären Dialog. Dabei verdeutlichte die Bandbreite der in den Referaten und Beiträgen erörterten thematischen Aspekte die Vielfalt des Forschungsfeldes. Zugleich wurde aber auch klar, dass die vorhandenen Forschungsdefizite eine weitere enge grenzüberschreitende Kooperation erfordern, die durch eine Zusammenarbeit der verschiedenen an der Urbanisierungsforschung beteiligten Disziplinen zu ergänzen ist. Die Mehrzahl der vorgetragenen Referate wurde in aus- oder umgearbeiteter Form in den Band aufgenommen. Einige thematisch verwandte Beiträge kamen hinzu. Dem grenzüberschreitenden Forschungsgegenstand und der jeweiligen Muttersprache der Autoren entsprechend wurden die Aufsätze in deutscher oder französischer Sprache abgefasst. Kurze Zusammenfassungen in der jeweils anderen Sprache erleichtern das Verständnis.“
